The desktop portal and mobile app will include more features as The City of Roswell is prepares to replace approximately 19,000 water meters at residential and business properties throughout the city with modern “smart meters” that will offer more accurate customer billing and greater efficiency in the water utility’s gathering of water-use information, as well as allowing residents and business owners to better monitor their water use and detect potential leaks.
The smart meters measure water use digitally then transmit the data wirelessly to the city utility, eliminating the need for water meters to be read manually at each property. The meter project is expected to be fully completed sometime in 2018.
Pay OnlinePay your monthly city utility bill online. This service allows you to access your account 24 hours a day, 7 days a week.
Customers will need to either submit a one-time payment or create a login account by entering their account number and answering a few questions.
Although payments are reflected on the system almost immediately, transactions will not post to your utility account until funds are transferred from the credit card company or financial institution. Please allow 2-3 business days for online payments to apply to your account.
Pay by Mail
Use the return envelope included with your bill and enclose the return portion of your statement to send payment by mail. If using your own envelope, mail to the City of Roswell, P.O. Box 1838, Roswell, NM 88202-1838. Checks should be made payable to the City of Roswell. Do not pay with cash when paying by mail.
Pay in Person
The Water Billing Department is available for any and all customer service needs. Customers may made payments by cash or check. Credit card payments can also be made in person using Visa and MasterCard debit or credit cards. There is no charge for paying with a credit or debit card but the customer must provide state-issued identification that corresponds with the card. Simply bring both portions of your bill with you to the Water Billing Department to expedite processing.

Pay by Dropping Off
An after hours drive-up drop box is located in the parking lot across the street from the water billing department, 421 N. Richardson Avenue. Please be sure to pay by check made payable to the City of Roswell. Do not pay with cash when depositing payments in the drive-up drop box.
