The individuals below are wanted by the Roswell Police Department in connection to the crimes listed. Individuals are innocent until proven guilty in a court of law.

Anyone with information about the whereabouts of these individuals, or having any other information that could potentially help locate the subjects, is asked to call the police department at 575-624-6770 or Chaves County Crime Stoppers at 888-594-TIPS (8477).

Callers may remain anonymous, and callers to Crime Stoppers may be eligible for a reward if their information leads to an arrest or conviction. The Roswell Police Department thanks citizens for their assistance.

Jorge Ernesto Rico-Ruvira

  • AGE: 32
  • DESCRIPTION: 
    • Height: 5'8"   
    • 150 lbs.   
    • Brown hair   
    • Brown eyes
    • Other: Following the murder, he was believed to be driving a maroon 2003 GMC Yukon with New Mexico license plate MNF231.
  • CRIMINAL CHARGES: first-degree murder, retaliation against a witness, abandonment or abuse of a child (in addition, there is a federal charge of unlawful flight to avoid prosecution)

Background
Rico-Ruvira is accused of strangling his girlfriend in their Roswell home Jan. 7, 2020. It is believed after committing the crime, he left the scene with his 3-year-old son Osciel Ernesto Rico. Investigators believe Rico-Ruvira may be in Mexico.

The FBI is offering a reward of up to $10,000 for information leading to the apprehension, arrest and/or extradition of Rico-Ruvira. Anyone wishing to provide information can call the FBI at (505) 889-1300.

Lindsay Casillas-Moreno

    • Brown eyes
  • CRIMINAL CHARGES: seven counts of fraud (over $500 but not more than $2,500)

Background
Casillas-Moreno is accused of manipulating two bank accounts to defraud a Roswell bank of about $11,000. She controlled a business account and a personal account and on seven occasions fraudulently put money into the personal account by writing a check from the underfunded business account – overdrawing that account. She would then retrieve the money from the personal account.
