Business Licenses

All businesses operating in the City of Roswell must obtain specific permits and licenses. The Business License Clerk is charged with issuing business licenses for new businesses  and renewals of previously issued licenses. 

The permits and licenses required are dependent on the type of business.

All forms can be submitted electronically. To submit, email completed form to business.license@roswell-nm.gov.. 

Steps to Obtain a Business License by Business Type: 


Home Business:

Step 2: Download the Home Business Registration Form at roswell-nm.gov under "Business and Development"

Step 3: Complete the registration form

Step 4: Write your letter of intent addressed to the Business License Clerk

Step 5: Prep your $35 application fee

Step 6: Gather your Home Business Registration form, letter of intent and application fee and turn it in or mail it to the City of Roswell Code Enforcement Department with Attention to the Business License Clerk.  

Commercial Business (Non-Restaurant or Food Vendor):

Step 2: Call the Planning and Zoning department for plot plan approval and to ensure plans meet city standards.

Step 3: Download the Commercial License Form at roswell-nm.gov under "Business and Development"

Step 4: Gather your $35 application fee 

Step 5: Turn in the completed form and application fee and turn it in or mail it to the City of Roswell Code Enforcement Department with Attention to the Business License Clerk.

Step 6: Call the Fire Prevention Bureau and City Building and Mechanical inspectors to setup an inspection appointment. 

Commercial License (Restaurant and Food Vendors):

Step 2: Call the Planning and Zoning department for plot plan approval and to ensure plans meet city standards.

Step 3: Apply for Food Establishment Plan Review* and Food Establishment Permit from New Mexico Environmental Department.  

Step 4:  Download the Commercial License Form at roswell-nm.gov under "Business and Development"

Step 5: Gather your $35 application fee

Step 6: Turn in the completed form and application fee and turn it in or mail it to the City of Roswell Code Enforcement Department with Attention to the Business License Clerk.

Step 7: Call the Fire Prevention Bureau, City Building, Mechanical and Plumbing inspectors and Environmental Department to setup an inspection appointment.

* Required for new, remodeled, facility conversion, or transfer of ownership of a food establishment. 

Itinerant Merchant:

Step 3: Take the completed Itinerant Merchant form to Roswell Police Department located at 128 W. Second St. 

Step 3: Return the form to the Business Licensing Clerk located at Code Enforcement Department, 412 N. Richardson Ave.

Vendor Merchant:
